What it costs in government fees to build a home in El Paso County, Colorado
Every impact fee, water and sewer connection charge, and building permit for a new
single-family detached home in unincorporated El Paso County — itemized, sourced, and dated.
Total government fees$31,089Single-family detached, 2,000 sq ft finished, 4BR, on a platted lot in the unincorporated county — water and sewer from whichever special district serves the parcel. Ranges from $8,276 (rural lot on private well and septic, no metro district)
to $52,885 (Woodmen Hills Metropolitan District).
What this specific number is.
Widefield Water & Sanitation District, platted subdivision with curb and gutter. It is one point inside a 6.4× range — $8,276 to $52,885
for the identical house on different lots in the same county. In
Colorado the question "what does it cost here" has no single answer until you name the parcel and its
service district, so read the range as the real answer and the headline as one worked example.
Check the utility provider before you rely on thisThere is no county water or sewer utility. Service is genuinely bimodal — either private well and septic on large rural lots (Black Forest, the Highway 83 corridor, the eastern plains), or an independent Title 32 district. That choice swings the total from $8,276 to $52,885 for the identical house.

Fees El Paso County does not charge
Verified absent, so you don't go looking for them.
No Colorado equivalent of the Florida state surcharges — no state percentage add-on to building permits exists anywhere in Colorado.
No separate electrical, mechanical, plumbing or gas permit for a new home — PPRBD's fee explicitly includes all of them.
No county fee at certificate of occupancy — only a $50 temporary CO.
No county park or school fee at building permit — both are plat-stage fees in lieu of land dedication.
No county drainage or stormwater fee at building permit — drainage and bridge fees are per impervious acre at plat stage.
No fire district fee in most of unincorporated El Paso County — PPRBD's notes single out only the Tri-Lakes district.
The Careers in Construction $40 line is explicitly a VOLUNTARY surcharge to a 501(c)(3), not a government fee.
What we could not verify
These are reported as gaps rather than estimated. The total above is a floor.
The file the county currently links as 'School District Fees' is internally dated October 2010, and the amounts ($185-$308 per unit) are implausibly low for 2026. Either the link is stale or the fee genuinely has not moved in 16 years.
Three different published park fee numbers exist on the same county domain — $460, $467 labeled 2020, and $505 in actual 2026 determinations. Only the last is real.
Cherokee Metropolitan District and Security Water & Sanitation publish no tap fees online, and both serve significant unincorporated population
Whether the PPRTA 1% use tax reaches construction materials could not be verified — the state tax site returns 403 to every request. It is definitively not collected at permit.
Metro district fees and mill levies are parcel-specific by design and deliberately not estimated
Why this number is easy to get wrong
Two different valuation bases in one transaction. PPRBD computes the permit fee on ICC valuation times a 0.27 regional modifier; the county computes use tax on the UNMODIFIED figure. Applying the modified valuation to use tax understates it by 73%.
Stale drainage fee schedules from 2020 and 2021 are still live and indexed at a parallel directory path, while the current schedule lives elsewhere reachable only from the County Engineer page. The 2020 Falcon basin rate is 43% below the 2026 rate.
A file literally named 'School-District-Fees-Current-2010.pdf' — the word 'Current' is in the filename and the document is 16 years old.
The 2026 county fee schedule was produced by 'Microsoft: Print To PDF' and yields zero extractable text. Rendering recovered the footnotes revealing the $37 technology fee is embedded rather than additive.

How to use this. Every figure is transcribed from an official
El Paso County, service-district or Colorado Revised Statutes document, linked inline, with its effective date.
No third-party legal-code mirrors were used — in testing, one returned impact fees off by 2.4×. Water and
sewer is 77% of this stack. Built for screening and pro-forma work; confirm with the county and
the district before you sign anything.
