Every impact fee, water and sewer connection charge, and building permit for a new
single-family detached home in unincorporated Larimer County — itemized, sourced, and dated.
Total government fees$85,905Single-family detached, 2,000 sq ft finished, 4BR, on a platted lot in the unincorporated county — water and sewer from whichever special district serves the parcel. Ranges from $20,662 (private well and septic, outside any growth management area, Thompson schools)
to $130,763 (Fort Collins-Loveland Water District plus South Fort Collins Sanitation District sewer).
What this specific number is.
East Larimer County Water District tap on a ~10,000 sq ft lot plus septic, inside the Fort Collins growth management area, Poudre schools. It is one point inside a 6.3× range — $20,662 to $130,763
for the identical house on different lots in the same county. In
Colorado the question "what does it cost here" has no single answer until you name the parcel and its
service district, so read the range as the real answer and the headline as one worked example.
Check the utility provider before you rely on thisLarimer County operates no water or sewer utility. Raw water dedication or cash-in-lieu is often three to eight times the plant investment fee and can exceed $99,000 by itself. Districts also disagree on the basis — ELCO tiers on total lot square footage, Fort Collins-Loveland on irrigable lot size. Same nominal lot, very different tier.

Fees Larimer County does not charge
Verified absent, so you don't go looking for them.
No Colorado equivalent of the Florida state surcharges — no state percentage add-on to building permits exists anywhere in Colorado.
No county water or sewer utility, therefore no county tap, meter or capacity fee.
No fee for a full certificate of occupancy. A temporary CO is $600, largely refundable.
No drainage or stormwater impact fee for a single home on an existing lot.
No document imaging fee for residential plans.
Subdivision and land-use review fees do not apply to a home on an existing platted lot — the Development Construction Permit at $430.52 per unit is a developer fee for public improvements, not a building permit fee.
What we could not verify
These are reported as gaps rather than estimated. The total above is a floor.
Fire protection district impact fee — the county assesses and transmits it but publishes no amount. This is a real, non-zero, missing line item that must come from the specific district.
The post-July 2026 building fee schedule has not been published. Figures are the published July 2025 tables escalated 2.29% per the county's own memo — arithmetically sound but not a published table.
Permit valuation is applicant-declared with no county table, so both the permit fee and use tax are estimates
ELCO cash-in-lieu amounts are derived from published acre-feet and a published price, not published as totals. The district states they change periodically.
South Fort Collins Sanitation District publishes its $6,200 sewer tap only as an image with no effective date
West Fort Collins Water District, Little Thompson Water District and Boxelder Sanitation District were not extracted
Why this number is easy to get wrong
Invisible legacy text in the fee tables. Text extraction returned two fee columns; rendering at 180 DPI showed only one. Taking the second would have understated electrical by 15%, and treating them as additive would have overstated by 85%.
Filename does not match content date, twice. A file named '2024-building-permit-fee-schedule.pdf' contains the July 2025 schedule; '2025-owtsapplication.pdf' contains January 2026 fees.
The county's fee page says 'Coming Soon' while the increase is already in effect, and links no schedule at all. Every building fee table had to be recovered through an archive index and re-fetched live.
Three pre-adoption decoys are live with near-identical names — 2026proposed-fees, 2026approved-fees, 2026approved-fees-r2 — and all three resolve to the solid waste schedule, not building.
Districts disagree on lot-size basis: ELCO tiers on total lot square footage, Fort Collins-Loveland on irrigable lot size. Same nominal lot, five-figure difference.

How to use this. Every figure is transcribed from an official
Larimer County, service-district or Colorado Revised Statutes document, linked inline, with its effective date.
No third-party legal-code mirrors were used — in testing, one returned impact fees off by 2.4×. Water and
sewer is 77% of this stack. Built for screening and pro-forma work; confirm with the county and
the district before you sign anything.
