No law enforcement or police impact fee — the county's own 2024 internal audit tabulates Volusia as absent while peer counties show six to ten such fees.
No library impact fee. No general government or public buildings impact fee.
No stormwater or drainage IMPACT fee — stormwater exists only as a recurring utility assessment.
No separate electrical, plumbing or mechanical permit fees — one building permit is deemed to cover all trades.
No separate application fee — it is credited against the permit fee.
The county does not accept prepayment of impact fees.
What we could not verify
These are reported as gaps rather than estimated. The total above is a floor.
Volusia's ICC regional cost modifier is required by the fee schedule but published in no county document. Calculations assume 1.00. This is the single largest uncertainty in the permit fee.
The potable well construction permit fee could not be found — the health department fee page is blocked and the published chart lists only irrigation and monitoring wells. Do not substitute the irrigation figure.
Gross-under-roof area is an assumption, not a county figure

Why this number is easy to get wrong
Three different square-footage bases in one packet: impact fees use total building area excluding overhangs (which includes the garage), permits use all areas under roof, and the project spec is heated area. Reading 2,000 sq ft into the wrong tier understates by $454.
The file labeled '2026 Residential' is a cosmetic reissue of April 2023 rates. The internal effective date is real; the rates are three years old.
The county's own Chapter 70 PDF is a pre-2002 codification still showing a CPI escalator that was struck in full and a superseded 3% administrative fee.
All four adopting ordinances are 7-11 MB scans with zero extractable text, and they are redlines where the strikethrough carries the meaning. One ordinance returns 403 from both known URL patterns and could not be retrieved at all.
The 2022 school consultant recommended over $8,000 while the Board adopted $7,022.70 — here, reading the study OVERSTATES.
